Yet due to the vigilance of the Crown Agents Inspectors, this Government has been so fortunate in always receiving a good standard of quality, that I entertain a feeling akin to deep personal obligation to the Crown Agents. In these circumstances it cannot but be a matter of special regret to myself that my observations of last June prompted by anxiety to maintain the quality of the cement at the high standard of previous shipments, should have called forth the censure of the Secretary of State.
